Spain selects the EUPL for distributing free software.

When public authorities produce software that could be reused, the Royal Decree 4/2010 (article 16.3) prescribes distribution under the terms of the European Union Public Licence (EUPL).
Spain is one of the first Member States recommending formally the EUPL in its national interoperability framework.
